The Circular's Specific Impact on Universities

All state and foundation universities in Turkey fall within the scope of Circular 2025/10. State universities, as public institutions, and foundation universities, as institutions serving students, are in the 1-year compliance period group.

For each non-compliance identified after 21 June 2026, an administrative fine of 5.000–25.000 TL (annual cap 500.000 TL) may apply. In addition, the YÖK Disabled Student Unit directive safeguards access to digital environments for students with disabilities; for foundation universities, reputational and student-preference risk is also high.

Violations Encountered in University Digital Infrastructure

Student Information System (OBS)

Grade viewing, transcript, exam schedule and course calendar screens usually run inside an iframe. Keyboard navigability, form labels, error messages and screen reader compatibility are missing. Visually impaired students cannot access grade information independently.

Course Registration and E-Learning Platforms

Course selection interfaces and LMS (Moodle, ALMS, Microsoft Teams Education) integrations are mostly inaccessible. AJAX resource updates are not announced to the screen reader; in video lectures, captions and audio description are missing (WCAG 1.2.2, 1.2.5).

PDF Course Notes and Library Portal

Scanned PDFs uploaded by academics cannot be processed by screen readers. Online library databases (Ulakbim, ProQuest, etc.) cannot be controlled when embedded inside an iframe. WCAG 1.3.1 and 4.1.2 violations are common.

Are foundation universities also within the scope of the Circular?
Yes. Circular 2025/10 also covers foundation universities in the private school category. State universities, as public institutions, and foundation universities, as institutions serving students, are in the 1-year compliance period group. The deadline is 21 June 2026.
Our OBS supplier is not accessible, what should we do?
Circular 2025/10 places the responsibility on the university; you need to request a WCAG 2.2 A compliant update from your supplier. The cerez.io widget can place keyboard, contrast and magnifier tools in front of the OBS; however, a supplier fix at the content level is essential. We recommend adding a WCAG A clause to your tender specifications.
What should we do about PDF course notes?
Guide academics to upload course notes as tagged PDFs or HTML. Scanned PDFs cannot be processed by screen readers and are a WCAG 1.3.1 violation. The cerez.io scanner lists the PDF links on your site and also provides a prioritization suggestion for the Disabled Student Unit.
Is there integration with the Disabled Student Unit?
The statement generator automatically includes the Disabled Student Unit email and contact details in the statement. Email forwarding for student feedback can be set up from the cerez.io admin panel.
