Institutions Within Scope
10 categories are within scope. A transition period of 1 year was granted for most institutions and 2 years for e-commerce providers.

The definition of "electronic communications operator with 200,000 or more subscribers" is determined based on the active subscriber figures published by the BTK.
Three-Commission Structure
The Circular provides for three distinct commission levels: monitoring, advisory, and review.
Monitoring Commission
Monitoring compliance at the national level, preparing annual reports, and informing the public.
Advisory Commission
Members: Ministry of Interior, Ministry of Transport and Infrastructure, TÜBİTAK, Türksat, and two confederations. Updating technical standards and consultation.
Review Commission
Web and mobile technical review, compliance reports, violation tracking, and reporting to the Ministry of Family.
