The Circular provides for three distinct commission levels: monitoring, advisory, and review.

Monitoring Commission

Monitoring compliance at the national level, preparing annual reports, and informing the public.

Advisory Commission

The relevant Deputy Minister

Members: Ministry of Interior, Ministry of Transport and Infrastructure, TÜBİTAK, Türksat, and two confederations. Updating technical standards and consultation.

Review Commission

Each institution establishes it internally

Web and mobile technical review, compliance reports, violation tracking, and reporting to the Ministry of Family.

Sample Calculation

When 10 separate WCAG violations are detected on a municipality's website (such as missing alternative text, a keyboard navigation issue, or a missing form label):

10 findings × 25,000 TL (upper limit) = 250,000 TL / year

The annual cap is 500,000 TL; as long as non-compliance continues, a new penalty accrues the following year. If not paid within 1 month of notification, a late payment surcharge applies. This information is for general guidance and does not constitute legal advice.

An administrative fine between 5,000 and 25,000 TL is applied by the Ministry of Family and Social Services for each finding. The total penalty within one year cannot exceed 500,000 TL. The penalty must be paid within 1 month of notification. As long as non-compliance continues, a new penalty is applied the following year. Consult a lawyer regarding your institution's specific situation.

The Circular requires each institution to establish a Review Commission internally. It typically consists of the IT director or CTO, legal counsel, the KVKK liaison officer, the digital communications manager, and an external accessibility consultant or confederation representative. The commission's decision is formalized through an internal directive.

You need to prepare your Review Commission report and submit it to the Ministry of Family and Social Services. At the end of the Ministry's review process, the logo is awarded to institutions found to be compliant. The logo is valid for 2 years; after that, a re-scan and reassessment are carried out.

Level A contains 30 success criteria and is the minimum level of conformance. Level AA reaches 55 criteria and is the practical standard worldwide. Level AAA, with 86 criteria, is the highest level. Circular 2025/10 requires only A; however, AA is recommended for international tenders and EAA compliance.

Yes. The Circular's effective date is 21 June 2025, and the period runs from that date. Older websites built before 2025 are subject to the same timeline. Older systems may need to be redesigned or have a runtime accessibility widget added.

KAİK (within the framework of Circular No. 2019/12) is a guideline aimed only at public institutions; it carries no direct penalty. Circular 2025/10, by contrast, covers a broad part of the public and private sectors and includes direct administrative fines. For details, see our KAİK guide page.

Under Law No. 6563 on the Regulation of Electronic Commerce, an e-commerce service provider is a natural or legal person that offers goods or services in an electronic commerce environment. Marketplace operators and brands that sell from their own site fall under this definition. A 2-year transition period (21.06.2027) has been granted for this group.

The Circular applies separately to websites or mobile apps. If you only have a website, it is sufficient for that alone to be compliant. However, if you publish a mobile app in the future, you must meet the same rules as of that date.
